Jakarta, 11 November 2025 – Prof. Dr. Jimly Asshiddiqie, S.H., member of the Board of Trustees of the Prasasti Center for Policy Studies, has been awarded the prestigious Habibie Prize 2025 in the field of Social Sciences, Economics, Politics, and Law by the National Research and Innovation Agency (BRIN). The award recognizes his significant contributions to the development of a national legal and institutional system that remains adaptive amid change.
During the talk show session, the constitutional law expert stated that the challenges of state governance today require not only restructuring of the legal system but also a comprehensive restructuring of ethics. “I introduced the importance of building the nation’s ethical infrastructure. It is not only the law that must be reorganized but also ethics. Ethics are like an ocean, and the law is a ship. The ship of law will not reach the shores of justice if the nation’s ethics are poor,” Jimly said.
Jimly emphasized that law and ethics must go hand in hand because they have different yet complementary approaches. “Law is retributive (punitive/compulsory), while ethics is educative (instructive) through a system of warnings,” he stated.
Besides Jimly Asshiddiqie, the 26th Habibie Prize in 2025 was also awarded to Prof. Dr. Muhammad Quraish Shihab, Lc., M.A. (Philosophy, Religion, and Culture), Dr.rer.nat. Rino Rakhmata Mukti, S.Si., M.Sc. (Basic Sciences), Prof. Dr. Anuraga Jayanegara, S.Pt., M.Sc. (Engineering Sciences), and R. Tedjo Sasmono, S.Si., Ph.D. (Medical and Biotechnology Sciences).
Previously: Jimly Appointed by President Prabowo to Lead the Police Reform Acceleration Commission
Jimly’s expertise in the field of law has been recognized not only by BRIN. Previously, on Friday, 7 November 2025, he was appointed by the President of the Republic of Indonesia, Prabowo Subianto, to lead the Police Reform Acceleration Commission. As Chair of the Commission, Jimly affirmed that the commission will immediately begin working effectively and transparently in formulating policy recommendations to accelerate police reform.
“The President provided guidance on what is expected to be done and prepared by this team, and periodic reports will later be submitted to the President for decision-making,” he said.
Furthermore, Jimly stated that President Prabowo instructed that police reform should not be understood merely as internal improvements within the National Police. The directive also emphasized the importance of a comprehensive evaluation of all state institutions in the post-reform era. “One of them is the police force, in accordance with aspirations that have emerged and grown within society,” he explained.
